Project Proposal and Project Implementation Plan (PIP) for ICDS- III Supported by the World Bank

“Vimarsh assisted the Government of Rajasthan in formulating a Women and Child Development Project with assistance from the World Bank.
VIMARSH developed the ICDS – III PIP for Department of Women & Child Development, Rajasthan. This plan incorporated several pilots and an operational research initiative. Innovative and need based management structures were designed for implementation of Integrated Child Development Project – III in Rajasthan. The proposed management of public and private institutions provided both stability and flexibility. It was the best PIP out of 5 states covered under ICDS-III.
Vimarsh was responsible for the following :
• Collection and review of secondary data and reports.
• Conducting Multi-centric needs assessment of various stakeholders.
• Review of social assessment studies conducted in the State
• Workshops to agree to broad objectives and strategies for the project
• Strategy development thematic workshops, consultations with different stake holders to prepare activity plans for human resource development, procurement management, early child hood education, behaviour change communication, convergence, infrastructure development, social audit, monitoring and evaluation, leading from agreed strategies with the state government & stakeholders.
• Development of specific strategies and plans for each of the above mentioned areas including a very detailed communication for behavior change implementation plan
• Thematic workshops to develop specific strategies and plans
• The Project Implementation Plan was prepared as per the World Bank guidelines.
• Preparation of Terms of Reference for consulting services to be procured under the project.
• Preparation of job descriptions of various personnel to be hired under the project.
• Preparation of procurement plans & bid documents for major items to be procured “
